Dual Carbon Education: A Global Perspective on Cultivating Climate Literacy for a Sustainable Future

Introduction

The pursuit of carbon peaking and carbon neutrality—collectively known as the "dual carbon" goals—represents one of the most transformative challenges in human history. While technological innovation, policy frameworks, and market mechanisms are essential drivers of this transition, the cultural and educational dimensions are equally critical. Education is the foundation upon which sustainable societies are built. As the international community grapples with the urgency of climate action, "dual carbon education" has emerged as a vital global movement—one that seeks to equip learners of all ages with the knowledge, skills, values, and agency to participate meaningfully in the transition to a low-carbon future.

The Global Imperative: Why Education Matters

The scientific mandate for climate action is unequivocal. The Intergovernmental Panel on Climate Change (IPCC) reports that global average temperatures have risen by approximately 1.1°C since the Industrial Revolution, and without aggressive action, warming could reach 2.1°C to 3.5°C by the end of this century -4. These changes pose irreversible threats to ecosystems, economies, and human well-being.

The United Nations has recognized education as a critical strategy for climate action, embedding climate change education within Sustainable Development Goal 13 ("Climate Action") -2-3. UNESCO, the UN's lead agency for education, has been actively promoting climate education through its networks in education, science, culture, communication, and information, aiming to empower youth with the capacity to address climate challenges -3.

Effective dual carbon education must bridge knowledge and action, fostering not only cognitive understanding but also social-emotional engagement and practical competence.

UNESCO's research reinforces this multi-dimensional approach: while climate change and sustainability topics are increasingly present in curricula worldwide, the "depth of focus varies widely," with cognitive learning prevailing over social, emotional, or action-oriented learning -5-6. This imbalance must be redressed if education is to catalyze genuine behavioral and societal transformation.

Regional Approaches: A Comparative Overview

Europe: Policy-Driven Systemic Change

Europe has been at the forefront of integrating climate education into formal systems. The United Kingdom has demonstrated leadership through legislative action. The Climate Change Act of 2008 established legally binding carbon reduction targets -4. In 2022, the Department for Education released the Sustainability and Climate Change Strategy, introducing three core initiatives: a Virtual National Education Nature Park, a Climate Leaders Award, and a sustainability leadership program -4. These initiatives cover climate change education, green skills development, educational digital transformation, and international cooperation.

France has integrated environmental and sustainable development education into secondary school curricula, requiring each school to develop specific action plans and establishing student "environmental representatives." The government plans to mandate climate change coursework as a compulsory component of higher education by 2025 -4.

Sweden has leveraged higher education to drive climate action. The Royal Institute of Technology (KTH) has developed a Climate Neutrality Plan for 2045, integrating education, research, and emissions management to provide systematic solutions toward net-zero goals -4. Lund University has invested 100 million Swedish kronor in cross-faculty climate and sustainability research to enhance academic impact -4.

Poland has established an inter-university climate academy, led by AGH University of Science and Technology in Krakow, in partnership with the Warsaw School of Economics and the University of Wrocław, offering professional training that balances climate knowledge with practical skills -4.

North America: Diversity and Innovation

The United States exhibits highly diverse approaches shaped by state-level autonomy. While Florida has restricted climate-related content in textbooks, Illinois has mandated climate change education as a required high school course -4. This patchwork reflects both the opportunities and challenges of decentralized education governance.

At the higher education level, the University of California has pioneered a multicampus undergraduate course, "Bending the Curve: Climate Change Solutions," framed around ten scalable solutions for carbon neutrality -11. China's National Smart Education Platform offers a comprehensive course titled "Carbon Neutrality: Why and How the World is Addressing Climate Change," covering global transition pathways, climate facts and impacts, emission reduction technologies, environmental co-benefits, health effects, economics, carbon market policies, and global governance -9. This course exemplifies the interdisciplinary approach essential for dual carbon education.

Lower-Income Countries: Building Capacity Through International Partnerships

The Global Partnership for Education (GPE) is working with Save the Children, UNESCO, and UNESCO-IIEP to enhance countries' capacities to mainstream climate change adaptation and environmental sustainability into education sector plans -8. Through its Climate Smart Education Systems Initiative, GPE is providing targeted technical assistance to 35 of the most climate-vulnerable countries, strengthening evidence-based planning, cross-ministerial coordination, and climate finance access -8.

In the UK, only 47% of parents believe universities are actively engaged in climate research, reflecting public skepticism about institutional commitment -4. Drawing on global experience, several principles can guide the design and implementation of effective dual carbon education:

Action-orientation: Education must move beyond knowledge transmission to empower learners with the agency and skills to enact meaningful change -2-5.

Interdisciplinarity: Climate change and carbon neutrality are inherently multi-dimensional, requiring integration of natural sciences, social sciences, humanities, and practical skills -4-11.

Inclusivity: Carbon literacy should be accessible to all, regardless of age, background, or location, ensuring no one is excluded from the global movement for climate action -2.

Cultural responsiveness: Integrating local knowledge and Indigenous wisdom enhances relevance and effectiveness while respecting diverse worldviews -4-3.

Global-local connection: Education should address both global climate challenges and local adaptation needs, fostering both global citizenship and community engagement -3-8.

Conclusion

Dual carbon education is not a byproduct of climate policy—it is an essential pillar of the global transition to carbon neutrality. The evidence is clear: education systems worldwide are falling short of the urgency and scale required to address the climate crisis. Yet promising models exist across Europe, North America, Asia, and developing regions, offering lessons in policy integration, curriculum innovation, teacher development, and international partnership.

The path forward demands intensified collaboration among governments, educational institutions, international organizations, civil society, and the private sector. It requires sustained investment in teacher capacity, curriculum development, and infrastructure. Most fundamentally, dual carbon education must embody its own message: it must model the transformation it seeks to create, evolving from a fragmented patchwork of initiatives into a coherent, scalable, and inclusive global movement.

As UNESCO and its partners have emphasized, we must "change minds, not climate"—and that transformation begins with education -3. The children and youth of today will inherit the consequences of today's decisions, and they must be equipped with the knowledge, skills, and hope to build a sustainable, equitable, and climate-resilient future for all.
