The Executive Committee of the UN World Dual-Carbon Capital

I. Establishment Background and Strategic Alignment

On September 21, 2021, at the general debate of the 76th Session of the United Nations General Assembly, China formally put forward its "Dual-Carbon Strategy" to the world—striving to achieve peak carbon emissions by 2030 and carbon neutrality by 2060. This commitment represents not only China's steadfast implementation of the Paris Agreement, but also a powerful impetus injected into global climate governance by China as a responsible major country.

In support of, in response to, and in coordination with this major strategic initiative, the World Dual Carbon Organization has decided to establish the "World Dual-Carbon Capital" in Wuhan, China, and to set up its representative office in China—the Executive Committee of the UN World Dual-Carbon Capital (hereinafter referred to as the "Executive Committee").

The establishment of the Executive Committee marks a critical step forward in global dual-carbon governance—from "advocacy of ideas" to "substantive implementation." It is not a mere declaration, but a systematic project integrating headquarters agencies, industrial clusters, and a low-carbon economic complex. It is not a challenge to the existing international order, but an effective complement to the functional gaps of the UN system in the "ecological-economic" domain.

II. Core Mission and Principal Work

As the highest guiding and coordinating body of the World Dual Carbon Organization in China, the Executive Committee assumes the coordinating function for UN dual-carbon affairs in China, while serving as a bridge connecting Chinese dual-carbon institutions with their international counterparts. Its principal work centers on two pillars:

(I) Relocation of Headquarters Agencies and Empowerment through Industrial Clusters

All 22 headquarters agencies under the World Dual Carbon Organization will be relocated to Wuhan, China. This is not a simple administrative move, but the construction of an organic functional ecosystem covering the entire chain of research, education, finance, trading, certification, testing, standards, data, monitoring, exhibition, culture, energy, and governance.

To ensure the day-to-day operations and sustainable development of these 22 headquarters agencies, the Executive Committee will simultaneously develop 16 high-tech industrial clusters as the industrial foundation for their "self-sustaining capacity." This enables the World Dual Carbon Organization to completely break free from the dependency of traditional international organizations on appropriations from major powers or donations from interest groups, achieving financial independence and political transcendence through self-generated revenue.

(II) Substantive Construction of the "World Dual-Carbon Capital"

In Jiangxia District, Wuhan, Hubei Province, centered around Lake Lu and covering an area of 500 square kilometers, the Executive Committee will establish the World Dual-Carbon Capital—a low-carbon economic complex integrating traditional, contemporary, and future industries.

The complex is projected to generate two trillion yuan in GDP—equivalent to "building another Wuhan." More importantly, it will provide a sustainable economic foundation for UN agencies operating in China, becoming a novel model for sustaining the UN's Sustainable Development Goals—not through appropriations, but through industry; not through aid, but through shared prosperity.

III. Ten Strategic Values of Establishing the "World Dual-Carbon Capital" in China

The establishment of the "World Dual-Carbon Capital" in China is no accident. It addresses ten deep-seated needs and strategic aspirations of China in the new era:

2. A China that needs to attract and integrate more cutting-edge technologies and high-tech industries from both domestic and international sources — The 22 headquarters agencies and 16 industrial clusters will bring world-class technologies and talent.

5. A China that needs to mediate in world affairs with the underpinning of economic strength and the countenance of a peacemaker — Using dual carbon as a unifying thread to transcend geopolitics and build new forms of international cooperation.

6. A China that needs to learn from the United States while advancing alongside it in peaceful development — Benchmarking and progressing alongside global best practices in dual-carbon technology, carbon finance, and carbon markets.

7. A China that needs to solidify its global geopolitical position through the principle of "triangular stability" — Building a stable multilateral framework through the shared issue of ecological governance, which transcends ideological divisions.

8. A China that needs to strengthen and grow itself amidst the turbulence of a constantly changing world — Transforming external pressures into internal momentum for transition, using dual carbon as a catalyst for industrial upgrading and governance modernization.

9. A China that needs to achieve unification through economic and cultural means—"subduing the enemy without fighting" — Leveraging dual-carbon branding, eco-culture, and green industry influence to realize flexible national strategic objectives.

10. A China that needs to jointly build a "Community of Shared Future for Mankind" with the peoples of the world — Dual carbon is a shared challenge for humanity and a shared opportunity. The Dual-Carbon Capital in Wuhan is the material embodiment of this community.

IV. Organizational Structure and Leadership

The Executive Committee is headquartered in Wuhan, China. It is accountable to the Standing Council of the World Dual Carbon Organization and maintains strategic coordination with relevant ministries and commissions of China's State Council.

The Chairman of the Executive Committee is concurrently held by Professor Xiaocun Wang, Secretary-General of the World Dual Carbon Organization. Professor Wang also serves as a Class A Expert of the State Administration of Foreign Experts Affairs (SAFEA) of China's State Council, Special Economic Affairs Commissioner of the State-owned Assets Supervision and Administration Commission (SASAC) of China's State Council, Director of the Science Committee of the UN World Brand Organization, and Academician of the UN Dual-Carbon Academy of Sciences. He possesses a unique, composite leadership capacity bridging international organizations, the Chinese government, and academia.

The Executive Committee shall establish branch offices and management bureaus in various provinces as needed, building a nationwide coordination network for dual-carbon affairs.
